Deputy of Plan and Development
Duties:
Utilizing and guiding all internal and external factors in the study and implementation of water resources development plans in order to achieve the goals and programs within the framework of policies and priorities
1- Planning and implementing water resources development projects in coordination with relevant units and supervising all stages of study and implementation
2- Execution of development plans and contracts in progress and control of operation progress according to pre-determined plans
3- Planning and coordinating and determining the specifications and appearance of the projects and evaluating the grounds for attracting the participation of non-governmental organizations in the construction of development projects and investments.
4- Carrying out environmental and social studies and formulating exploitation systems and documenting development plans in all stages of study and implementation of the plan
5- Providing consulting services and specialized support to project implementers using the latest scientific achievements in connection with the assigned activities
6- Announcing the study and executive plans and technical specifications and carrying out the operations desired by the development plans to the company's planning deputy.
7- Supervising the exchange of construction agreements and following up the development agreements and allocating the budget and making the necessary coordination
8- Cooperating with the management of planning and economic studies in preparing and preparing short-term, medium-term, and long-term plans and forecasting the time plans of studies and executive operations of development projects.
9- Reviewing, proposing, and adopting appropriate methods in selecting qualified consultants and contractors, determining the qualification and selection of the executor, preparing the description of services, reviewing and reviewing temporary and definite situations, credit affairs, forming specialized committees, in the study and implementation stages and Different stages of the project in compliance with the laws, regulations, by-laws, and directives of the subject
10- Planning and coordinating with the Deputy of Operation during the period of guarantee and temporary delivery and making the necessary coordination in order to optimally exploit the development projects
11- Preparing and compiling periodic analytical reports and other management reports on the status of development projects and submitting necessary proposals to the superior authority.
12- Coordinating and supervising the establishment of a database of development projects in order to quickly access statistics and information and prepare integrated and managerial reports.
13- Guiding and directing the necessary research in the field of water resources, water and electricity facilities, and applying the scientific and research achievements and new scientific and technical methods in the water industry.
14- Research planning and specialized collaborations with researchers and research institutes for the purpose of scientific, technical, and economic development in matters related to the goals and tasks of the company
15- Planning and directing studies and implementing passive defense systems for water resources development projects
16- Supervising the preparation and implementation of river engineering projects, organizing the shores of seas and lakes, and artificial feeding
17- Reviewing and proposing new methods of technical and executive system of the water industry
18- Planning and directing cultural heritage studies
19- Forming the technical committee of the company and reviewing study plans by obtaining permission from the relevant authorities
20- Controlling and supervising the sub-units in all stages of study and implementation of water resources development projects and river and coast engineering
21- Examining the methods of doing work and proposing more appropriate methods according to the law of increasing productivity in all related activities, including manpower and the type of contract work and consulting.
22- Planning and supervising the proper implementation of the approvals of specialized and special committees for water resources development projects
23- Creating a database and mechanizing all development projects, including study and implementation
Planning and improving the structure and distribution of human resources of the offices and groups under the supervision
24- Preparing and compiling periodic analytical reports on the status of ongoing national and provincial development projects and presenting corrective proposals to increase efficiency
25- Establishing relations with external authorities and participating in relevant meetings and committees within the limits of delegated authority.
